For green cities to become mainstream, we need to learn from local success stories and scale up

Greening our cities has become one of the great global imperatives of the 21st century including to tackle climate change. And Australia’s sprawling car-based cities are gradually changing to embrace green or living infrastructure.

Green cities bring together elements of architectural design and urban planning, often combining plants and built infrastructure to meet the needs of humans, such as our love of nature.

Trees, plants, waterways and wetlands can deliver climate conditioning, cooling cities by reducing the urban heat island effect. They also absorb carbon dioxide, filter wastewater and create habitats.

Living elements can be incorporated with built infrastructure at a range of scales, from individual buildings with green walls and roofs, through to citywide strategies. And there are a suite of strategies to guide more widespread integration of biological elements and ecological processes in cities.

In recent months, we profiled Australian examples of living infrastructure that show some of Australia’s approaches to developing green infrastructure, from greening Melbourne’s laneways to Canberra’s urban forest. These cities are already redesigning their water systems and implementing urban forest strategies to create green belts and protect and restore waterways.

Melbourne and Canberra provide some useful examples of the green cities movement, but to make it mainstream, these techniques need to be adopted widely through policies supporting more holistic and better integrated urban planning.

Why we need urban forests

Percival Alfred Yeoman was one of the first Australian pioneers of urban forestry. In 1971, he articulated a clear vision for enhancing cities with trees.

Local governments in Adelaide, Brisbane, Melbourne and Sydney, are implementing his ideas, committing to ambitious increases in urban canopy cover. Their targets range from 25% to 40%.

This revived interest in urban forestry comes from its well documented potential for accelerating the transition to more climate adaptive cities.

The social, environmental and economic benefits of urban trees, or “ecosystem services”, are becoming better recognised, including for their recreational and cultural values.

Melbourne

Melbourne has a rich legacy of urban parks and green belts thanks to planning decisions made in the city’s early years.

These parks underpin a new wave of urban greening, with projects that aim to deliver action on climate change, biodiversity and the health and well-being of communities.

The Melbourne green infrastructure plan includes:

  • a “growing green guide” that provides practical advice to community and business groups on planning, design and maintenance of green infrastructure

  • the greening laneways strategy, which builds on the commercial revitalisation of Melbourne’s laneways over three decades. Laneways with greening potential were mapped and demonstration project developed to display techniques for making them more vibrant green spaces for business, tourists and locals to enjoy

  • an urban forest strategy, with an overall target of 40% canopy cover by 2040. And 5 to 8 million trees will be planted over coming decades for the greater Melbourne metropolis.

Canberra

Canberra is often described as “a city within a landscape” and the “bush capital”. But its higher altitude, hot dry summers and cold winters bring a set of challenges for green infrastructure.

With more than 800,000 planted trees, Canberra is an urban forest. But these trees require special care and attention given they are ageing and suffering from a hotter, drier climate.

Wildfire also represents a significant risk where urban and rural areas connect. This means Canberra needs urban forests that will cool the city in warmer months without also escalating wildfire risks.

The ACT Government has committed to action on climate change, legislating targets for 100% renewable electricity by 2020 and carbon neutrality (no net carbon emissions) by 2045.

Integrated approach needed to expand green cities

Greening cities requires a holistic approach – for instance, not leaving the health of waterways entirely to water engineers.

Greening cities is more than just a technical challenge. Transforming the form and functions of urban systems, through urban forests and other living infrastructure, requires greater leadership and political commitment, integrated planning and community participation, and long-term thinking.

An integrated approach to greening cities involves mapping diverse opportunities and mobilising support for change in the community. As an example, urban storm water can be a productive resource when used in constructed wetlands or to irrigate urban forests.

And often urban drainage lines and wastelands can be transformed into green spaces, but it’s worth recognising there is intense competition for space for housing.

But for more widespread adoption of integration, institutional support within local governments and metropolitan water and planning agencies is needed.

So to scale up living infrastructure in our urban landscapes, we must learn from local success stories, conduct more research, and better understand how to deal with climate adaptation and mitigation challenges.

China succeeds in greening its economy not because, but in spite of, its authoritarian government

From an appalling environmental scorecard 20 years ago, China has pioneered a “global green shift” towards renewable energy and recycling. The country’s drive to dominate renewables manufacturing benefits both China and the world, by sending technology prices plummeting.

Many have attributed this success to China’s authoritarian political regime.

Unlike a democracy, this line of reasoning goes, the state can override special interest groups or opposition parties to impose “authoritarian environmentalism”. This allows a rapid and encompassing response to severe environmental threats.

We take a different view. As the chief investigators on an Australia Research Council Discovery Project examining East Asia’s clean energy shift, we are examining why and how some East Asian countries – including China – are pursuing ambitious renewable energy transformations, and what Australia might learn from these countries’ experiences.

We argue China’s success in greening and growing its economy is not because, but in spite of, its authoritarian government.

Not that different

China’s approach to greening shares much in common with democratic countries such as Germany, South Korea and Taiwan. All have ambitious programs to rapidly build domestic clean energy industries and “green” their power generation.

As such, our project emphasises the link between China’s green shift and what we call “developmental environmentalism”.

Developmental environmentalism refers to a state approaching greening as an opportunity to promote national techno-economic competitiveness. It helps explain both the drivers of the green shift and the means of its execution.

The “means” are less about authoritarianism and more about the state’s capacity to induce the private sector into a cooperative relationship.

This type of negotiated relationship between the state and industry is the exact opposite of authoritarianism, which pursues its goals irrespective of the wishes of the private sector. Indeed, the pages of history tell us authoritarian leaders are far more likely to misuse their concentrated economic power, resulting in developmental failure.

Democratic successes

China is not alone in its green shift. In fact, some of the world’s most ambitious national greening programs have sprung to life in democratic settings.

Germany

The clearest example is Germany and its widely admired Energiewende (“energy transition”). Germany took an early lead in the development of solar devices through government-sponsored industrial programs.

Then in 2011, in the wake of the Fukishima nuclear disaster, Chancellor Angela Merkel announced the shutdown of Germany’s nuclear power stations.

Countries around the world are now emulating Germany’s Energiewende.

South Korea

In one of East Asia’s most vibrant democracies, South Korea, the election of President Lee Myung-bak in 2008 signalled a shift from intensive fossil-fuel development to “low-carbon, green growth”.

Lee’s focus was on greening the economy by investing in renewables and related infrastructure such as smart grids. His successor in 2013, President Park Geun-hye, continued this approach.

Finally, after President Moon Jae-in swept into power in 2017, South Korea committed to scaling down its use of nuclear energy.

Taiwan

Taiwan provides another fascinating example of a proudly democratic country that has followed in Germany’s footsteps. National efforts to establish a renewables industry began in 2009 under President Ma Ying-jeou. These initiatives targeted various clean energy industries for promotion, including generating solar and wind facilities and batteries.

However, just like Korea, the country’s over-reliance on nuclear energy (facilitated by a state-owned monopoly in the power sector) prevented the growth of a market for renewables.

A breakthrough in the country’s highly contentious debate over nuclear energy came with the election of President Tsai Ing-wen in 2016, who committed to the complete shutdown of nuclear reactors in the country.

Developmental environmentalism in action

These examples provide a clue that China’s ability to green its economy stems from something other than its authoritarian political system. We argue China’s success in greening stems from developmental environmentalism in action.

This does not simply mean a state that is “pro-development” and “pro-environment”. Rather, policymakers see greening the economy as chance to gain a competitive edge over other countries. The pursuit of strategic industry development goals involves nurturing – not displacing, as would occur in an authoritarian setting – “governed interdependence” with the private sector.

Best depicted by the Korean example, developmental environmentalism as a policy initially emerged as a response to threats to national industrial competitiveness. These included acute dependence on fossil-fuel imports, which are highly volatile, and global competitive pressures in the race to gain an early lead in the green economy.

Developmental environmentalism is also a strategic response to domestic challenges, such as the need to drive new sources of economic growth.

Lessons for Australia

If an authoritarian government provides little to no advantage for coordinating a green shift, what lessons might these countries have for Australian policymakers?

The key lesson is it’s not about designing the perfect constellation of policies or about pouring more money into entire industries.

Developmental environmentalism involves the political will to take big risks. Policymakers must target technologies – or segments of the economy – where government support could build national competitiveness.

Of course, this means creating a strategic, long-term approach to industry development, coordinated with the private sector.

Despite political gridlock, Australia is well placed to establish a foothold in the rapidly growing clean energy industry.

As the nation’s leaders engage in a fruitless debate over building new coal-fired power stations, Australian companies with world-class strengths in clean energies are emerging. Nowhere is this growing confidence more evident than in the blossoming of companies that have commercially ready smart microgrid and energy-storage solutions.

It would be a great shame – if not a national tragedy – if these companies were allowed to be picked off one by one by foreign multinational enterprises. This is the sad and familiar story of Australian manufacturing: highly innovative companies – a testament to our wealth of knowledge – are bought out, intellectual property rights absorbed, and manufacturing eventually outsourced. Often, shells of our prized national assets (typically the marketing and sales divisions) are all that remain.

The ozone hole is both an environmental success story and an enduring global threat

The headlines in recent months read like an international eco-thriller.

At Mauna Loa Observatory, perched high on a Hawaiian volcano, researchers measure unusual levels of CFC-11 in the atmosphere. The measurements baffle the scientific community: CFC-11, a potent ozone-depleting gas, has been carefully monitored since it was banned under the 1987 Montreal Protocol. But the measurements are soon confirmed by observing stations in Greenland, American Samoa and Antarctica. The evidence points to illegal production of the banned chemical, threatening the fragile recovery of Earth’s UV-shielding ozone layer. But the identity of the environmental super-villain remains a mystery.

Then, a breakthrough. By running global climate models backwards, a team of scientists in Boulder, Colorado, trace the source of CFC-11 to East Asia. The trail is picked up by the Environmental Investigation Agency, a tiny activist organisation based above a coffee shop in Islington, London. EIA dispatches investigators to China and uncovers rampant illegal production of CFC-11 for insulation foam used in the Chinese construction industry. “This is an environmental crime on a massive scale,” says Clare Perry, EIA’s climate campaign leader.

Meanwhile, scientists and diplomats from around the world converge on Vienna for a meeting of the United Nations working group on the Montreal Protocol. EIA’s blockbuster report is high on the agenda. But can the international community band together once more to protect the ozone layer and save “the world’s most successful environmental treaty”?

A model of cooperation

The last time the ozone hole was front-page news, President Ronald Reagan was still eating jelly beans in the Oval Office. In 1985 British scientists announced the discovery of a shocking decline in atmospheric ozone concentrations high above Antarctica. The “ozone hole”, as it became known, was caused by ozone-eating chemicals called chlorofluorocarbons (CFCs) used as refrigerants in air conditioners and propellants in aerosol spray cans.

The discovery galvanised public opinion, particularly over concerns about the risk of skin cancer, cataracts and sunburn associated with increased exposure to ultraviolet radiation. In Australia and New Zealand, popular ad campaigns featuring a dancing seagull encouraged the beach-goers to “Slip on a shirt, slop on sunscreen, and slap on a hat!”.

Although many uncertainties over the science remained – which were eagerly exploited by the chemical industry – President Reagan recognised the danger posed by the ozone hole and vigorously backed international negotiations to ban CFCs, including CFC-11. On January 1 1989, the Montreal Protocol on Substances that Deplete the Ozone Layer became law.

In his signing statement, Reagan heralded the Montreal Protocol as “a model of cooperation” and “a product of the recognition and international consensus that ozone depletion is a global problem”. It remains his signature environmental achievement.

An enduring impact on Earth’s climate

Three decades after Montreal, the ozone layer is showing signs of recovery. In January 2018, a NASA study found that the ozone hole was the smallest it had been since 1988, the year before the Montreal protocol went into effect. But a full recovery will take decades. “CFCs have lifetimes from 50 to 100 years, so they linger in the atmosphere for a very long time,” said NASA scientist Anne Douglass, one of the authors of the study. “As far as the ozone hole being gone, we’re looking at 2060 or 2080.”

In the meantime, CFCs continue to impact Earth’s climate in some unexpected ways. CFCs are powerful greenhouse gases, with more than 5,000 times the warming potential of an equivalent weight of carbon dioxide. It is estimated that banning CFCs and other ozone-depleting chemicals has delayed global warming by as much as a decade.

However, those gains are threatened by the ozone-friendly, but heat-trapping, chemicals that have replaced CFCs in our air conditioners and insulation. The latest amendment to the Montreal Protocol will phase out the use of this new class of chemicals by 2028.

Even more surprising is the complex influence of the ozone hole on Earth’s atmosphere and oceans. The loss of UV-absorbing ozone over the South Pole has changed the pattern of winds around Antarctica. Strengthened winds blowing over the Southern Ocean draw more deep water towards the surface, where it is “ventilated” by contact with the atmosphere.

Deep Antarctic water is rich in carbon, making it a poor absorber of atmospheric CO₂. That means that the ocean has become less efficient at removing excess carbon dioxide from the atmosphere, reducing its ability to offset global warming.

Lessons from a world avoided

The success of the Montreal Protocol holds lessons for today’s efforts to confront human-induced climate change. Vigorous leadership by Reagan and the then British prime minister, Margaret Thatcher, a trained chemist, was crucial during the negotiations of the treaty. The protocol began modestly and was designed to be flexible so that more ozone-depleting substances could be phased out by later amendments. Developing countries were also provided with incentives and institutional support to meet their compliance targets.

But perhaps the most important lesson is the need for action, even when the science is not yet conclusive. “We don’t need absolute certainty to act,” says Sean Davis, a climate scientist at the US National Oceanic and Atmospheric Administration. “When Montreal was signed, we were less certain then of the risks of CFCs than we are now of the risks of greenhouse gas emissions.”

I am constantly looking at ways to improve the kevinswilderness.com website and add new content to it. With the success of the Google Map that was added to the page dealing with my recent road trip, I have decided to add Google Maps wherever they would prove useful – such as for locations, track routes, etc.

The first part of the site getting an overhaul with Google Maps in mind, is the Barrington Tops page. I am also adding new content to the page as I go. The Barrington Tops page is one of the biggest pages on my site, so the process is taking a bit of time. You will also find the planned itinerary for my backpacking camping holiday here as well as I move along with it.
